If it's not doing it in other games, I'd hazard a guess at it being CS:S being its usual piece of shit self........... God I hate this game.
Try deleting the local content for CSS and re-installing it. That should hopefully clear any settings that may have been changed by a server you have joined.
Unfortunately, I'm no expert on the game's consol settings so I couldn't advise you on which one's to manually check (I doubt rate, cl_updaterate, cl_cmdrate would have any effect on ping) If you have duel monitors, open event viewer and task manager in one screen and CSS in another and see if anything is running when you join a server that might be stealing bandwidth. also check that someone isn't stealling your wireless. you can check which MAC addresses are being used in the routers built in settings. Also, check that your firewall isn't blocking CSS both software and router firewalls.
